What IPC Section 147 covered
Punishes rioting, which is committed when force or violence is used by an unlawful assembly, or by any member of it, in prosecution of the common object of the assembly.
What changed in BNS Section 191(2)
IPC Sections 146, 147 and 148 become sub-sections (1), (2) and (3) of BNS Section 191. The punishment for simple rioting is unchanged.

Which law applies: IPC or BNS?
The BNS applies to offences committed on or after 1 July 2024. An offence committed before that date continues to be investigated, tried and punished under the IPC, because the repeal and savings clause in Section 358 of the BNS preserves liabilities and proceedings under the repealed Code.
